इस क्षेत्र का पंजवार एक ऐसा गांव है जहां शायद ही कोई भी महिला अब अशिक्षित है। आजादी के बाद प्राथमिक स्तर तक की शिक्षा की व्यवस्था घनश्याम शुक्ला के गांव में थी। जिसमें बालक के साथ बालिकाएं भी साक्षर होती थी। सातवीं की पढ़ाई पूरी करने के बाद बालिकाएं घर में बैठ जाती थी वहीं कुछ लड़के गांव से काफी दूर राजापुर व टारी स्थित उच्च विद्यालयों में आगे की पढ़ाई करते थे। इस स्थिति से छूटकारा के लिए घनश्याम शुक्ला ने गांव में कस्तूरबा गांधी उच्च विद्यालय की स्थापना की।
इस विद्यालय की स्थापना में उन्होंने अपने शिक्षक की नौकरी से प्राप्त आय का बहुत बड़ा हिस्सा लगा दिया। इसके बाद इस विद्यालय में गुणवत्तापूर्ण शिक्षा देने का उनका प्रयास शुरू हुआ। बहुत जल्द ही इस विद्यालय की गणना जिले के अच्छे शिक्षण संस्थानों में की जाने लगी। बिहार सरकार ने इसे प्रोजक्ट विद्यालय का दर्जा दे दिया है।
गुणवत्तापूर्ण शिक्षा का माहौल बनाने के लिए उन्होंने अपने गांव में एक पुस्तकालय की स्थापना की। पंजवार की विद्या मन्दिर पुस्तकालय अब सिवान जिले के समृद्ध पुस्तकालयों में से एक है। इतना करने के बाद शुक्ल जी के मन में यह विचार आया कि उनके क्षेत्र की बालिकाएं कम से कम बीए तक की पढ़ाई अवश्य पूरी कर लें।
शिक्षक की नौकरी से अवकाश प्राप्त करने के बाद उन्हें जो राशि मिली उसमें से कुछ अपनी पत्नी को दे दिया वहीं बचे पैसे से उन्होंने प्रभा प्रकाश डिग्री कालेज की स्थापना की। यह महाविद्यालय जयप्रकाश विवि से अंगीभूत हो चुका है। महाविद्यालय के प्राचार्य व अवकाश प्राप्त शिक्षक मोहन प्रसाद विद्यार्थी कहते हैं कि शुक्ल जी ने कृष्ण के रूप में गोवर्धन पर्वत उठाने का प्रयास किया और हम जैसे कई लोग जुड़ते चले गये। घनश्याम शुक्ल इस क्षेत्र के गांधी कहे जाते हैं।
